Ofsted’s inspections of child protection arrangements need
to be completely refocused. They need to look at outcomes, not processes, and discover
how well services are meeting the needs of children and young people; not how
well they are conforming to regulations. They also need to focus on improvement
rather than simply making judgements. The present regime fails one in three areas without
any clear idea of what they are doing wrong.
