Munro told the BBC that she found the serious case review
report “very frustrating”. She pointed out that it failed to explain why practitioners
acted as they did. It was written completely with the benefit of hindsight. “I
feel this report just describes what was done and the actual workers are
invisible and their voice isn’t heard,” she said.
She's absolutely right.
