I’m at a bit of a loss to know exactly what Labour peer and
former minister, Lord Norman Warner, is going to do in his new role as ‘commissioner’
of Birmingham Children’s Services.

I’m sure that somebody somewhere thinks this is a good idea,
but I frankly can’t see how adding more tiers of management and oversight is
likely to result in the much needed improvements.
What Birmingham needs is a change of culture, not a change of top personnel.
And it desperately needs more resources at the front line, not another overlord.
